How can I connect to a local oracle database?

I just installed Oracle 10g. How can I create a table in a database?

look for a sqlplus icon under the Oracle folder program files in Windows.

or
from a command prompt:
sqlplus

enter a username and password or '/ as sysdba' (without the quote marks).

I tried entering the username and password I entered when I ran the .exe to install the express edition but getting an error saying invalid username/password; login denied

It's been a while since I installed XE.  What specific users?

there is always connecting as 'SYS with: / as sysdba

From there you can reset the other account passwords with alter user commands.

when I enter / as sysdba i get the message 'nothing in sql buffer to run'

or
connect / as sysdba from the SQL prompt.
