expand a text box

can anyone tell me, in the attached image, the little control that expands a text box - is this a substitute for scroll bars?   Is the browser doing this?

Its just a browser thing... you using chrome?
Nvm I see firefox, it does not substitute for scroll bars though

Can it be turned off?  It's a Firefox thing ?  The same page in IE gives me scroll bars.   So, if it's not a replacements for scroll bars, even if I turn scroll bars off, I'll still get it?
