exchange Smart host

I have 2 locations and each location has their own exchange server.
We all have the same @XXXXXXX email address.
We have a spam filter that all email passes through and then all mail goes to LOcation A's Exchange which has a smart host configured to send all email address not on the A Exchange to the B exchange.
We are looking to move all to one Exchange at Location A and wanted to move users little by little and was wondering if you can configure the smart host by user?

As far as I know, you cannot configure SmartHost on per-user basis. But correct me if I am wrong - wouldn't it be practically on per-user basis if you will move users one by one from ExchB to ExchA? As users will migrate from ExchB to ExchA, SmartHost on ExchA will know, which users are local and which on old ExchB location, so all should work smooth.

Well Yes, but I was looking for a way to move the users without exporting pst's.

I found no way to accomplish what I wanted with the Smarthost
