Hide line breaks between hidden labels

I have an ASP form that pulls employee information into a data grid so their hours spent on a job can be calculated.  Since the number of employees has grown and not employees are used on every job, I removed the data grid and instead use a line of labels and drop downs to display the info.  At from launch, only one line of information is avaialbe.  Once the first employee is selected the second row becomes visible and so forth.  This all works fine except there are a number of &nbsp between each item and a <br /> at the end of each line.  Even though the extra lines are hidden, the from shows "empty" space between this list and the next item on the page.  If you drag your mouse over the empty space you can see the spacing highlighted.

Is there a way to prevent the line breaks from being "seen" until a row becomes visible?
