Volume Shadow Copy is managed through vssadmin in the command prompt. More info here: http://technet.microsoft.com/en-us/library/cc754968(WS.10).aspx

I am aware of this command but couldnt find a way to enable or schedule

You can't enable/schedule with just the command line. The VSSADMIN utility will allow you to run scheduled tasks that will create a shadow copy on a schedule. You don't have to enable shadow copy in the GUI if you use this technique. If you create a scheduled task that runs
vssadmin create shadow /For=C:
it will create a shadow copy every time the task runs.
