How do you add a url link to the desktop with GPO

Does anyone know how to push a link to a website out to the users desktop using GPO?  I have a link that I need to publish to every PC in my Domain.

if the goal is to have the shortcut on *all* desktops for *all* users who logon to a *specific* computer (or set of computers) you can use Computer Configuration\Preferences\Windows Settings\Shortcuts, and target the "All Users Desktop" instead of "Desktop". I just tested this and it works as expected. Respond if you have a different experience
