Active directory include inheritable permissions

I have an OU called "admins" in AD. If I right click on the OU itself and go to security, the checkbox is checked for "include inheritable permissions from this objects parent." However all the users inside this OU have it unchecked. When I individually check it off on a user and hit apply, I will come back an hour later and its unchecked again.

This has been driving me crazy and I need to leave it checked for these users. Any ideas? Thanks
