Here is a method you could model after from SharePoint 2007:

Remove the ‘Save’ button from a SharePoint survey
The following reference uses Content Editor Web Part with Javascript to hide the "SAVE" button. You can use the same approach to hide "Save and Close".

Thank you so much for working with me on this issue.  Unfortunately, it did not work for me.  I added a content Edit Web Part with the coding to the NewForm.aspx and EditForm.aspx but I"m still able to see the "Save and Close" button on the page.   Please advise.

Thanks Zabiullah!  I greatly appreciated all of your help.
1./ Open site in SharePoint Designer.
2./ Open survey list newform.aspx page, in the code view, find this code “<asp:Content ContentPlaceHolderId="PlaceHolderMain"
3./ Scroll down to the closing tag </asp:Content>
4./ Enter Advanced Mode
5./ Ignore the warning
6./ Just to be on the safe side copy paste the WHOLE code into a blank text file
7./ Add this snippet BEFORE the </asp:Content> tag
var x=document.getElementsByTagName("input");
for (var i=0;i<x.length;i++)
  if (x.item(i).type=="button"&&x.item(i).value=="Save and Close")
  {x.item(i).style.display = "none"};
8./ Save and close
9./ Repeat the same steps for EditForm.aspx
