I want to allow the admin account to access users redirected documents folder. I do not want to take ownership as I have seen this to cause problems in the past. Is there a way of doing this without using  psexec scripts

Well, you've excluded the two optimal ways to do this
Only other option is to have the user of each folder add the Adminstrator account

Yes I did that but it still does not allow the server admin to access it. I have done it the same way on 2003 sbs and it worked fine

Several changes were made in SBS 2008 because of complaints that Server Admins could by default see inside the Users Shared Folders, which under normal circumstances, there is no need for them to access.

Can you provide a screen shot of the share after the Admin account was added?
