Error open Active Directory Users and computers

suddenly when I try to open Active Directory Users and Computers I got the error:
MMC cannot open the file c:\WINDOWS\system32\dsa.msc.
This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC.

Did you check if the file is there? Try to locate it in C:\Windows\System32
If the file is missing then try and open mmc and add the AD users and computer snapin to it, then save it as dsa.msc to the above path.

I did not install admin pack the and the file is there, I have tried to copy it over from prev. backup and it did not work. thanks!
