Ok, to enable terminal server in TS1 you need to follow steps in the next link
http://www.techotopia.com/index.php/Windows_Server_2008_Terminal_Services

You can use terminal services in demo o try it by 90 days, but after that time you have to adquire TS licenses. There are licenses by user or by device, it depends on how you need access. If you have a few user that can access in many computers (desktop, laptop, home) is better per user, if you have only some computers that can access ts, with many users you should use per device.

The better practice to install ts licenses are in domain controllers and in this way if you have many terminal servers, they can contact ts licensing server in the domain.
