How to forward copies of emails sent to specific domains to an internal Exchange mailbox

We are running Exchange 2007 in a medium size environment of around 300 mailboxes. We have Journaling enabled, with Enterprise Vault performing archiving of the mailboxes and the Journal mailbox.

We have a legal issue that requires IT to capture copies of every message sent from our employees to a few specific external domains, and have these forwarded to a mailbox created for this purpose only. Hopefully this is enough information. If not, let me know and I will provide more detail.

My question is, how to configure this is the best manner? would it be best to configure Rules in the Journaling mailbox? If there another option that makes mroe sense, possibly on the Hub server?
