page looks fine in FF but not IE9

The below listed test page looks fine in FF, but not IE9..

Here is the stylesheet:

When viewed using IE9:
1) This page becomes left justified instead of centered.
2) There is a clear box to the right of the copyright text in the bottom box.
3) There is a horizontal line above the top navigation bar.
Any specific corrections would be appreciated.

I can not remove this code because without it the table would not be able to retrieve the data from the database.
