I'm using an image larger than the div in a flex width layout. When the page is resized I want to anchor the image on the right instead of on the left as below.

The best and easiest way to do this would be to place that image as a background inside of that div.  Then you can control it with background positioning.

Try this:
#headerpic{
			background:url("http://74.81.196.208/egicorp2011/images/banner1.png") no-repeat scroll right center;
		    height: 249px;
		    margin-bottom: 2px;
		    position: relative;	
		    }
