I have a small network of 4 computers .  I have installed a DC and DNS  on one of the computer with windows server 2008 standard.  I need to rename the domain from "abc.com" to "abc.biz".   What is the proper procedure to perform this task while the user/computers information  of the network are all intact

If you are going to do a rename, it should actully be to abc.local so you don't have any namespace collisions with your public DNS. If your domain is abc.biz, and you tried to access http://abc.biz from your internal network you wouldn't be able to do it unless http://abc.biz was running on your domain controllers.

unless your public domain has a www prefix then you can set a pointer in the dns  on the server so that www traffic goes outside.
