Not by default, but you can use this site to turn them on programmatically:

You can follow this article or  make sure versioning is enable on each library incliding pages , so that you can keep cersion of your site pages too .

Since this is 2010, you can use PowerShell.  Modify the code in the article to have it loop through every list in your site.  Otherwise the article is pointless, as you still have to type in each name of every list.
