My Microsoft Exchange Routing Engine Service will not start.

I went through the entire process of uninstalling IIS and reinstalling IIS while including all the updates and hotfixes.  I then reinstalled Exchange will all the updates as well, but still can't get the RESVC to start.

I tried Disaster Recovery, but my exchange server backups will not restore.

The error I get when trying to start Microsoft Exchange Routing Engine is:  Could Not Start the Microsoft Exchange Routing Engine on local computer.  Error 3:  The system cannot find the path specified.

My event log has the error:  Event ID:  116 - Service:  RESVC - The description for Event ID ( 116 ) in Source ( RESVC ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: /LM/RESVC/.

Since I tried all the reinstalls and disaster recovery I believe the problem is with my registry or something

Which version of Exchange is facing this issue?

Looks like something around IIS gone bad.
2003 on a sbs 2003
