Outlook 2007 User cannot send email to another user's contacts using "to" field

LB1234 used Ask the Experts™
User A has full access right to User B's contacts.  In Outlook User A's contacts, all of User B's contacts are listed.  However when hitting the "to" button the various lists of contacts are not present.  What we've tried:
-giving ownership to each address book in User B's contacts
-adding User B's mailbox to User A's control panel mail properties
-giving User A full access rights to User B's mailbox in Exchange 2007.

Any Ideas?  Thanks.

Try adding User A to User B's Delegates list in Outlook as one other permissions level to include.

From User B's Outlook client, Tools > Options > Delegates tab. Include User A here and provision the level of permissions therein accordingly.
