What is the easiest way to move a DC from one site to another? Should I dcpromo it to decommission the server then when I get to the new site dcpromo it again to recommission it? Or should I just move it then move the DC to the new site in Sites and Services? It is a Windows 2003 server box. Thanks

You don't need to demote it.  Once you change the IP on the DC reboot (or restart netlogon service) and the new IP will register in DNS.

You can move the DC in sites and services to the new site.  Make sure its new IP is associated with that site.

Thanks

Everything Mike said plus make sure you update DHCP server to reflect new server at the site and remove DNS server from DHCP scope from old site.

I always run ipconfig /flushdns, ipconfig /registerdns, and dcdiag /fix just to be safe.
