Is there a utility or method i can use to look at a master and slave file and if the slave file is changed ( different from the master) Then send a email?

I would second Geert's suggestion of "Beyond Compare".  I use it about 20 times a day or more for various things.

If you are looking for a way to script this, then the above application does support some useful command line options, but it may just be as simple as using the built in Windows File Compare command from a batch file.

There are probably a lot more simple standalone command line utilities designed to simply compare 2 files and give a Yes or No type answer.

windiff or Kdiff cam both do this comparision, Kdiff can even compare 3 files.
It's free software.
You'll have to script the email functionality using a some basic .vbs emailing solutions.
