Silent Read Receipt
My manger would like to send emails with a read receipt that the user is not prompted to accept. Is there a way to do this in Outlook 2007?

If this is done through group policy, will the user will no longer see the message "John Doe requested a read receipt be sent when message test is read. Do you want to send a receipt"?

That depends.  There are three possible settings:
Always send receipt
Never send receipt
Prompt

So, if this is something that can be set by group policy, then the particular setting chosen determines the behavior.
