Offline Address Book does not download Exchange 2010

We are using Exchange 2010 which was recently migrated from a combination Exchange 2007 CAS and Exchange 2003 Mailbox environment.  I have an issue with the offline address book where it does not update.  I am not seeing any errors on the Exchange server and do not receive any errors on clients running Outlook 2007 or 2010.  I try to do a send/receive of the OAB and it seems to run fine but none of the new entries are pushed out.  Any ideas?

- Your tried to create the OAB again?
- Review the publication of OAB by Public Folders for versions of Outlook 2003 or using the web for versions up to Outlook 2003
- Possibly is a good idea to reboot the IIS.

What do you mean by create the OAB again?  On the server or client?  If I delete the .OAB files on the client computer the updated entries are present.  It is the 150 + computers that I have in the field that I am worried about.  New hires are not showing up in the OAB.  I have the OAB to be published by public folder and web.

I will read all of the posts this morning.  These are the errors I am getting...

First this one
OABGen could not find the address list with the Active Directory object GUID of '/guid=EF00DD1D29C582468CFB8AA0BCCF4FA5' in the list of available address lists.  Please check the offline address list configuration object.

Then this one
OABGen encountered error 80004005 (internal ID 500079b) accessing Active Directory OSPREY for '/guid=EF00DD1D29C582468CFB8AA0BCCF4FA5'.
- \Default OAB

Lastly this one
OABGen encountered error 80004005 while initializing the offline address book generation  process. No offline address books have been generated. Check the event log for more information.

I tried the steps provided by MegaNuk3 and now it looks like web distribution is not working at all.  The OAB folder is totally empty and I get error 0x8004010F when trying to download the Address book via Outlook.

Perform all the steps in the OAB recreation. It looks like you are missing an address list to which your OAB refers.
