Can I force a Read Receipt Notification with Outlook

I am sending emails to employees in our company and I want to be able to force the employees to send me a read receipt notification when they read the email. Is there a way to do that?

You can request a read receipt - but the recipient gets to choose if they send one or not. You can't control the choice at their end, so short answer is no.
