You can use Windows 7 Group Policy management in a 2003 domain.

Install the RSAT for Windows 7 on a Windows 7 PC.

Basically you need to install the Group Management console in a Windows 7 PC.  You also copy a folder from the Windows 7 PC into the SYSVOL of the 2003 Domain Controller. The folder is called PolicyDefinitions

You need to Create and Manage the Windows 7 Policy objects from the Windows 7 PC.

There should be Domain area and the other one is what you want - Standard

In Computer Configuration -> Polices -> Administrative Templates -> Network - Network Connections -> Windows Firewall
