Block External Websites but allow Internal ones

I am trying to find a way to place specific domain computers in an OU so so that external websites are blocked but internal or specified websites are used.  Security Zones and Content Rating has the best feature but it's under User Configuration so I would have to block by user which is not what I want.  I want something like this but computer based.

To expound a little on what EvilKnieval is saying, if you configure the Loopback Policy Processing settings in the GPO that you create to do this with, then link it to the OU where your computers are located, it will instruct the computers to apply the user policies set in that GPO whenever a user logs in. In your situation, I would recommend using the Merge method, as that will allow your existing user configurations to exist in addition to the settings you make for the security zones. Using replace will make it so that only the security zone configuration is applied to your users.

This was exactly what I was looking for.  I ended up using the same process but used proxy settings then in the advanced specifying addresses that I want to allow.  Thanks for the help.
