How to Customize/Edit Password Policy

Here are the password requirements that we would like to setup:
•      Must contain both upper and lower case alpha characters (e.g., a-z, A-Z)
•      Must contain a number, 0-9
•      Must contain a special character e.g., !@#$%^&*()_+|~-=\`{}[]:";'<>?,./)
•      Must be at least eight long.
•      Characters cannot be repeated consecutively.

How do I force all of these requirements for password creation - I know that by default Windows requires at least 3 of the first 4 to be used, but we want all of them to be required.  TIA
