cannot access fonts installed on Win 7

Have fresh install of Win7.   Installed our site add-on fonts (1700+).  Go thru the install process, but the item count does not increase.  New fonts not available to applications.  Registry shows fonts loaded to system.   CMD prompt DIR of C:\windows\fonts shows fonts loaded.
Rebooted, re-installed, deleted-reinstalled, etc.   Nothing will get these fonts to be recognized.  Have recreated problem on 2 other PCs.  Have about 10 other Win 7 PCs for which these same fonts have been installed and have had no problems.  Same source library used on all the PCs.
Have researched internet and this is a problems has been experienced by others, but no solutions found.    There used to be a MS Powertoy program that "fixed" problems loading fonts in WinXP, but that is not available.   Have downloaded NexusFontManager (freeware) and it finds all the fonts in the C:\windows\fonts directory.   How can I get all the fonts to be available to applications.  Please advise.  thanks.

Shows 147 fonts and should be about 1800 or so.

Was wondering how you installed the fonts to start with? Do the fonts show up when you navigate to Control Panel - Fonts?

open Control Panel > Fonts

Open window of our font directory.  Select all, copy,   paste into Font window.

As a test install one of fonts by double-clicking on the font and selecting Install on the top-right corner. Select yes to overwrite existing font if prompted. Check to see if that font now appears in the applications.
