Problem installing software on Server 2008

Hi - this is probably going to be an easy one, i just cant fin d an answer that actually applies to this probably silly problem. Took over an account, and they have server 2008, no AD, basically a PC with server 2008 software installed. Trying to install Jungledisk, install seems normal, choosing file location etc, but as soon as it says click next to continue installation, I get the error message " The system administrator has set policies to prevent this installation", with the heading "windows installer" - wont let me get past this point - there are no policies set on the server, so i dont know where this is coming from. Can anyone help with this to disable?

1) Click Start, type "Local Security Policy" (without quotes) and press enter.

2). Click on Software Restriction Policies.

3). In the right pane, double click on the "enforcement".

4). Select “All users except local administrators”.

5) Click Ok and restart the computer and check if the issue is fixed.

If i right click on the exe file, there is no option to "run as admin", i also went thru the steps suggested above with the local security policy, rebooted the server, and i still get the  " The system administrator has set policies to prevent this installation" message - not sure where else to go from here.
