In local admin group but getting access denied

All of a sudden I'm getting an access denied message when I try to run iisreset from the command prompt or stop and stat sql express on my development machine. I'm running windows 7 professional all patches are up to date and my domain\account the one I use at login is in the local administrators group. UAC is set "never notify". this is the message I get when I initiate iisreset. Incredibly annoying

Access denied, you must be an administrator of the remote computer to use this
command. Either have your account added to the administrator local group of
the remote computer or to the domain administrator global group.

I've tried all of these with the exception of run as admin. I never had to do that before and I haven't changed anything. I'll give it a shot

Are you using a domain account?  Just confirm the account is a member of local admin group?

Try to create new user account, and see it works. Or ask someone else who has the same access to the machine to try with his / her credentials.
