Single click on any number on the Y-axis. This will select the Y-axis.

On excel 2003
Select the scale tab
On later versions
Select Axis options
Then change the minimum value to -10 or any other number that suits you.

Maybe you are right teylyn. I thought the question was to move the "Y-axis" as opposed to move the "Bubbles" along the y-axis

ssaqibh, if you hover the mouse over an individual bubble and look at its values in the popup, you'll see that the Y value is 0 for each bubble. That's because the Y values are sourced from text, and text = 0 for chart data point values. After the text-to-column conversion, the bubble center will be at the correct position for the respective value in column C.
I assume that the source data for the chart may have been copied and pasted from somewhere and not all columns were interpreted as numbers.
