Exchange 2003 - mailbox permissions

Hi All,
I don’t understand why I do not have permissions to delete e-mail from another users account or even open some users accounts?

In the past I have always been able to open another users mail box and delete e-mail or add their mailbox into my outlook. The only way around this is to keep changing the security on individual mailboxes and adding myself full permissions. This is a real pain and not something that can be achieved quickly.

Even though I am a member of the Domain Admin, Enterprise Admin, Exchange Services groups I still am denied? Last week I removed myself form the JNP Network Admin Group because this had the lowest privileges but this has made no difference.

As a rough estimate  - we have had this problem since configuring Outlook anywhere on our exchange server...Although i dont think any permissions are changed during the configuration?
