How to set 'Always send a response' as the default option for all users in Outlook Web Access 2003?

Is there a way to set 'Always send a response' as the default option for read receipt requests for all Outlook Web Access users on an Exchange 2003 machine?

It's not an option in Oulook Web Access Administration and I haven't been able to find a solution anywhere.
