Methods for creating local domain admin accounts for remote sites

My office wants to setup a domain admin at each of 6 office locations.  All servers belong to the domain and some are downstream domain controllers.  How can I setup a local admin who can have administrative access to the local server and local users?  Ideally we don't want the local admins to have administrative access to servers at others sites.
