Active Directory Contact Problem

My domain controller is Windows 2003 Enterprise.

I created a contact with an external email account.  Then i setup on of my domain users to deliver mail to that contact.  Mail sent from outside the domain mail arrives at the domain user but is not forwarded to the contact.  Mail sent from within the domain arrives at the domain user and is successfully forwarded to the contact.
