Sharepoint 2010 applying Cumulative Updates

Sharepoint design consists of one WFE/Application and one SQL 2008 R2 BE. In order to implement Sharepoint-integrated Reporting Services, had to install Sharepoint binaries on the SQL server.

Sharepoint requires all installations to be at the same CU level so my question is, should I update the SQL server or the WFE/App server first, or does the order not matter. I have read Microsoft recommendations which only state to deploy Foundation update before Server update.

Excuse my ignorance as this will be first time patched SP, what is the config wizard and why does it need to be run ?
The Config Wizard finalizes the updates, and updates the Config database.  It can be found under the SharePoint folder in Programs.
