Backup Exec 2010 - Unable to catalog media

Prior to upgrading to Backup Exec 2010, we were able to take a tape, catalog it, and restore from it.  Since going to 2010, we can no longer catalog a tape once we truncate/remove the catalog.  The tapes we are trying to catalog were backed up with 2010, and if we try a restore before the catalog is truncated/removed, we have no problem.

I have just (last night) upgraded to BE 2010 R3 from 2010, and the problem persist.  The catalog job runs for about 5 minutes and says it completed successfully.  Prior to 2010, a catalog would take about an hour.  When I try to restore from the freshly catalogged tape , there is no information.  I have no date filters set.  

Thinking that maybe there were some corupt files, I renamed the Catalog folder, and no files were put into the folder after the catalog job finished.  The folder was recreated by the catalg job, but it remained empty.  When the job is running, it shows zero "Byte Count", and when I open the log, this is what I see:

Backup of "C: "
Backup set #1 on storage media #1
Backup set description: "Daily Full System Backup"
This backup set has already been cataloged.
This backup set may not contain any data.

To me it looks like BE is not cataloging because it thinks a catalog already exist.  Is there a way to purge whatever it is BE is looking at that makes it think the catalog still exist?

I do not have the option to save the catalog to tape.  I will look into that option, but that will not help me with the months of tapes I already have.

The OS on the server is Windows 2003 R2.  That has not changed since I installed the server 4 years ago.
