Random insert words across file

Hello,

I have a file with records on each row (file1).

Example

went to store
came back from the store
etc.


I'm looking for a way to specify words in another file (file2) which will be then inserted across the entire file1 so that all variants are covered.

For instance, if I specify the following words in file2 to be inserted across file 1:

perl
awk

Then the output would be:

perl went to store
went perl to store
went to perl store
went to store perl

awk went to store
went awk to store
went to awk store
went to store awk

etc.

I want to be able to specify a lot of words.
