What would you like the blank rows to be filled with?
Assuming you ae OK with it in a separate area like in your example, that can be formula driven:
Example for cell O2
=IF(A2="",O1,A2)
Copy down and across for the required size. If necessary you can then copy and paste values back to the original area.

Without macros or formulas:
Select the column or row to fill. Choose the menu command Edit->Go To and click the Special command button. Select Blanks and click OK. Identify the first selected cell and, in the formula bar, enter an equal sign follow by the cell reference of the cell immediately above if filling a column or to the left if filling a row. Press CTRL+ENTER to perform the fill operation. Press CTRL+C and then choose Edit->Paste Special, select Values, and click OK.
