Microsoft Exchange 2003 ActiveSync Password Policy Inquiry - Global or per Server?

Hello Experts, these should be easy questions.
But I'm finding mixed answers on the net.

We have 3 Microsoft Exchange 2003 servers at 3 different geographic locations. 2 servers are within the same administrative group, and 1 is in it's own administrative group. I have a request to enable a mobile password policy (ex: PIN) for mailboxes on 1 server, but not for the others. Is this possible or not? (I’m assuming no, because regardless fo the administrative groups, the servers are in the same organization, and the mobile security policy in 2003 is global...)

I know Exchange 2007 adds expanded features for Windows Mobile / ActiveSync; user-based sec-policies, etc. But we will have Exchange 2003 for awhile.

Easy Q2 - Does password policy work with Android?

Simple Yes/No answers OK ~ but please, I'm not a fan of just links "go here: www..." ;-)
