opening a smaller browser on top of the main browser

I am opening a second window on a website for sub-menu items but it opens in a tab in IE9. How do I prevent tabs from opening... preferably in most of the popular browsers?

Below is the code that works for the size but it only opens as a separate window if I hold the shift key when I click.
