Windows Search 4.0 not completing/ Very slow on XP sP3

User: Windows XP Sp3 updated via WSUS, English build with German iterface pack installed , uses Outlook with Local PST files and documents.

Prior to the laptop being rebuilt (rebuilt with same OS and software) it was running correctly and the Index was completing. Since windows Search 4.0 was reinstalled the search indexes but has never completed.
I have removed and reinstalled and downloaded the latest version (The user is in another country, so this was about a month ago).
I have deleted and restarted the index, after 3 weeks the index still says that it is unfinished in Outlook.
I have added the following reg key, HKLM\Software\Policies\Microsoft\Windows\Windows Search\DisableBackoff with a value of 1. In an effort to stop the index throttling back.
Although the user has a lot of documents and emails, this was working.
Any ideas?

Hii, thanks, but this is for the indexing service. I have just installed Windows Search 4 and it set the indexing service to manual. From what I can see These settings apply to the Indexing Service and I can see that the Indexing Service remains stopped whilst windows search is indexing.
I have just reinstalled windows search 4.0 on this laptop and I noticed that it is slow when it starts to index Outlook 2007 and its PST files.
I have made the settings changes as above and the indexing service, I left the indexer service off - as is the same for all our machines.
In Outlook, under Tool  --> Instant Search --> search options, the indexing, Index Messages in these data files are all ticked, the mailbox and archive.
Outllok is setup for Exchange and running in cached mode, this is not an issue on other machines.
The user does have a large number of messages, but as stated it has thusfar taken 5 weeks and still not finished.
