Disable Linux Program Autostart

I have a customer with a Debian Linux DVR system. When the computer is turned on it automatically logs in, shows the desktop for about five seconds, then runs the DVR program full screen. Once this program is running it cannot be shut-down or minimized without also shutting down the computer. I need to configure the computers TCP/IP to a static address. Right now it uses DHCP and anytime the computer or router is restarted, the IP address of the computer changes making it impossible to access the cameras remotely.
