Access Could not lock file

I have an Access 2003 application that has User Permissions set up.
Basically we have users assigned to different groups and the permissions set up on the groups.
Workstations have Access 2007 Runtime and and the Access application. The back end of the database is on a shared server folder.

This works fine on Windows XP workstations.
However we seem to have a problem on Windows 7 workstations.
When some users log in the get a "Could not Lock file" message.
Other users belonging to a different group can log in on the same machine with no problems.
I thought maybe it was a permissions issue. Just to see I gave them full permissions to everything and they still get the same error message.
However, if I assign them to the same group as one of the working users then they can log in as well.
I have checked the permissions for both groups and have even tried creating a new group with full admin rights to everything. They will keep getting the same error message unless they are assigned to one of the "working" groups or they use an XP system.
Is there something else I am missing?

I'm sure you know what you mean, but I'm afraid as I read through the Q I could not tell whether you were you were referring to permissions and groups set up within Access User level securty or Windows/Network permissions and groups and feel that you may have been referring to both at different points in the Q.  And I think it is vital that you establish which of these is causing the problem.

To be sure your users have suitable Windows/Network rights, get them to create, save and then Delete a Word or Excel file in the folder containing the database files.  If they can do this then I would regard that as indicating they have the necessary permissions to run the Access application.  If they can't then then they definitely do not have sufficient permission on the folder.

Sorry for not being clear.
I had checked the network rights and everything seems to be fine there. Everyone has read/write permissions on the network folder. Also even if I log into the network as an administrator, when I log into Access it will work for some usernames and not others.
I think the Access User Level security is causing the problem. However no matter how I many permissions I give them it still gives the same error on Windows 7 machines.

Ok, after trying a couple of things it looks like it does have to do with the Windows 7 permissions on the workstation. The application is saved to c:\program files\accessapp. Although I logged in as a domain admin or a domain user with admin rights on this computer , I  decided to give myself specific Windows 7 permissions to that folder as well. That seems to have worked.
I guess before I  was only concerned about permissions to the network folder before and didn't focus on the local folder.
As to why some users worked and some didn't I am still not sure.
