Exchange 2007 OOF External Per User

We have Exchange 2007
I would like to configure one user to be allowed to send external OOF messages. The remaning user are not allowed to send OOF messages externally.

The configuration on the Exchange server: under Organization Configuration - Hub Transport - Default - Allow is set to: None.

The PowerShell command per user is: Set-Mailbox "User" -ExternalOofOptions External

If the server is configured to none - can you set one user to send external OOF messages?
