Google Conversion Tracking: not getting accuracy with "include" tracking page
I use a php form processor on a site. The Google Conversion Tracking code is in a page called confirm.html
The form processor contains an 'include' statement for the confirm.html page, which I assume is supposed to cause the confirm.html page to deliver the tracking code to Google when the form is processed.
Conversion has been setup to use the processor.php page, instead of the confirm.html page. When a user fills out and submits the form, the processor returns the confirm.html page. The hits to the confirm.html are what we want to track.
Google is not reporting the correct conversion counts vs clicks. I'm not a coder, but wondering if Google is having problems with the include. I have no idea why the tracking can't be setup with the confirm.html page.

Google should be blind to the include since that happens internally on your server. When you view the page that should include the conversion code, can you see if the page's source code actually includes the conversion code?

When the form is submitted, the path showing for the page is http://www.domain.com/form/processor.php but the confirm.html page content loads. The conversion code is in the displayed page, as I look at the source.
It's not the include that would cause this. What is Google actually returning and what do you think the values should be?

This suggests that maybe I don't understand conversion tracking. My objective is to determine conversion rate, i.e. of all ad clicks, what % convert.
For June 1, Google shows a total of 58 clicks from all campaigns, including a handful from the Display Network.
Conversion for that same day, shows 14 conversions and an average of 1 per click.
How should I interpret this?

I get that. But what I may not be understanding is what the numbers I am seeing as shown above, actually mean. Average of only 1 click per conversion could appear to mean almost every click resulted in a Conversion
