WD ext drive can't read, cable test read diagnostic sector

had a western digital external hard disk. when connected to win xp m/c, it detects hardware found, but you can't see the drive in my computer or disk management.
tried using the UBCD win, it also shows detected hardware, but not shown up any drive letter.
under ubcd win, run the WD DLGDIAG, it detects the usb device, with capacity shown as 0MB.
the diagnostics gives error cable test: read diagnostics sector error.

when using some hard disk test, its says initdisk error reading partition table device 01h sector 0.
>>  some hard disk test  <<  i always use the manufacturer's diag, in this case WD's
i use ubcd for that :  http://www.ultimatebootcd.com/
