My terminal licensing server cannot start the service on login or manually. It fails with this error<br />

That is what is in the event log, this is the error I get when I try to start it<br />
<br />

<pre><code id="code-10-27149211-2">Windows could not start the Terminal Server Licensing on Local Computer. For more information, review the system event log. If this is a non-microsoft service, contact to service vendor and refer to servivce-specific error code 31</code></pre>

Terminal Server Licensing Error 31

Windows Server 2003 was based on Windows XP and was released in four editions: Web, Standard, Enterprise and Datacenter. It also had derivative versions for clusters, storage and Microsoft’s Small Business Server.
