Exchange 2010 unable to find active directory domain controllers

I have a windows 2003 domain with a windows 2003 PDC emulator and Windows 2008 R2 DC.
On a seperate Windows 2008 R2 server I have Exchange 2010 installed. Yesterday email stopped working and I started getting a number of critical warnings in the Exchange Server Application Log:
Source: MSExchange ADAccess Event ID: 2070 - Lost contact with DC
Source: MSExchange ADAccess Event ID: 2103 - All Catalog servers are not responding
Source: MSExchange REPL Event ID: 3154 - Failed to mount database
Source: MSExchange Transport Event ID: 16019 - Did not find a suitable Domain Controller

Everything I've looked at indicates that this a DNS issue but DNS seems to be working.
I get a clean dcdiag result, nltest /dsgetdc:<domain> locates a DC with the global catalog service and I can ping / run nslookup by dc/server name and get the correct results.

After a server restart the Exchange Transport, RPC Client, Service manager and Address Book services do not start automatically although I can sometimes (not always)  get them to start manually.

Using the Exchange 2010 EMC you can tell Exchange to use only the Windows 2008 Server. This is what you want.

unable to start the EMC. is there any way of using the command shell?

Question became moot after server failed completely
