Back in the day (winxp & win2k), I stumbled upon this great software tool that can manipulate existing windows UI, I can remove, disable, & etc the file menu or what ever part of the UI.
I think it has something to do with WMI, maybe someone knows what it was?

the software has 4 frames and a tree menu for all the parameters of the selected UI.
I can hide the title bar, add more menus of any window
