Cisco 2921 w/switch module LED indicators
So we have a couple 2921 routers with the 48 port switch service modules installed. When we plug devices into the switch module ports, the LED indicator lights do not go on right away. This is unlike any Cisco equipment I've dealt with in the past. After several minutes the indicator lights turn on. However when we disconnect the devices from switch module the indicator lights continue to be lit for several minutes after.
Can anyone tell me why this happens on the brand new equipment?

You probably have a very busy router.

the router is busy sure, but it's nowhere near to fulfilling its potential as an ISR router

That is disturbing behaviour from the switch module.
Do you have other switch modules (lower capacity) that you can try?
Also, do you have another chassis where you can test the switch modules?

there are no other modules available to test out.
we have 2 routers with the exact same physical configuration and the behavior is consistent through both of them.

Spanning Tree can often cause delays in port reactions... If you set one of the ports for spanning-tree portfast does it react different?
